It is -- or was in the bad old 80s -- a tool for snorting cocaine. Now, more a fashion statement, I imagine.

Or you finally call the they still complain that you didn't call earlier. It beats me! I think it's a form of pre-emptive passive aggressive behavior of some sort.. makes me never want to call those people :-)
